Hong Kong is currently faced with three major challenges: a global economic crisis characterised as the worst since the Great Depression of the 1930s; climate change that poses serious risks to the well-being of humankind; and local environmental degradation that threatens to dissipate the community’s effort in pursuit for a better quality of life. We cannot afford to deal with them one by one. We need a smart solution to deal with them, all at once – a Green New Deal.

There are many facets to a Green New Deal: to tackle pollution, reduce waste, better plan the city, upgrade building stocks, build sustainable infrastructure, shift to green transport, revolutionise energy policy and decarbonise the economy. Each of them will benefit from public investments and innovative policies, and create green jobs and business opportunities.

According to the UN Environment Programme, developed countries should invest 1% of GDP for the next 2 years in a Global Green New Deal. In Hong Kong, it has been suggested that an investment of $35.8 billion in green economy can generate over 87,000 new green jobs. How can professionals – engineers, architects, planner, surveyors, accountants and lawyers benefit from all these? What can we do to make it work for the best of Hong Kong?

Speaker: Ir Albert Lai

Ir Albert Lai is the current Chairman of The Professional Commons and the founding Chairman of Hong Kong People’s Council for Sustainable Development. In his capacity of the Vice-chairman of the Civic Party, Ir Lai is the convenor of the Party’s Green New Deal Taskforce which published in March 2009 a policy paper, “An Action Agenda for Hong Kong’s Green New Deal”.

Background of the Speaker

Mr. Victor Wai is the Senior Vice President of a top-tier international bank with experience in client management, credit audit and risk management. He was a Senior Economist of the US Government in his early career.

Mr. Wai has an economic degree from the University of Hong Kong, a MBA from the Chinese University of HK and a Master of Banking from the Monash University. He is a chartered banker, qualified accountant and a professional economist.

Outside his career, Mr. Wai is an honorary trainer of the Hong Kong Institute of Bankers and had conducted over 50 seminars for PRC bankers in recent years. He is a member of the Election Committee of the HK SAR Government and is a founding member of the Professional Commons, a think-tank aimed at sharing professional knowledge with the public.
